Some people who I thought would know better are shocked (yes shocked!) to discover that the fiscal and budgetary process of the American state is infested by partisanship, personal pique, and pork encrusted spending for local political benefit. What a shock eh?
As a young freshman Congressman LBJ was told by his politcal mentor House Speaker Sam Rayburn, "Lyndon, try as you might you can't take the politics out of politics." I can attest to this sad fact myself. (And you can read of my disillusionment here if you care to.) Politics is the art of the possible we are told. However what actually is in fact possible in the real world of politics is an entirely different thing.
